Police filing charges against Billy Abrams, 41, of Butler

State police said at least $4,800 was stolen in a home improvement fraud scam in Jefferson Township, Butler County.Investigators said multiple victims hired Billy Abrams ,41, of Butler, to complete work that was never started or finished.State police said Abrams was hired through his business, Billy’s Plumbing and Heating, and received payment for several jobs that were never completed.Abrams faces several charges including theft by deception.
